I think this WAP 7 went to HWH with some mumbai departed CR train like Jnaneswari or mumbai mail. That's why in return it's sent with azad hind till MMR. Or ho sakta hai BSL ka azad hind dedicated WAP 4 kisi aur train ke sath chala gaya ho.
