Lacs of people from Bihar/Jharkhand goes to Mumbai in search of work..if they're killed by terrorism that means Rly has to appoint their keen? Can this happen in a democratic country?

Have heard of ex gratia compensation, compassion-based jobs are only given (if given) to relatives of railway employee ONLY.
Maybe the news paper made a mistake in reporting the job of her deceased husband.

Exactly I was also surprised by the railway employment being provided to her!
I don't think he was being imcompassionate here.........The harsh truth is that our country has a lot of unemployed highly youth........
If the Railway/PSU goes on recuiting only on the basis of compassion.....many a educated youth would never get employed....
