Ans:- First we need to know that what is loose shunting, So loose shunting means allowing the Wagons to move without an attached locomotive, maybe under its own weight or by momentum imparted to it by a loco which was disconnected before the rake came to a stop (Pushed by loco without being attached to it).
So, Some wagons are Fit for being loose shunted and Some are "NOT", That's Why This Words are inscribed on Wagons!

Not to be loose shunted doesnt just mean the wagons to b pushed & keep self momentum to later stop @ on their own or hand brake application or recline hump to get speed minimized to assigned stoppage..but it takes loco attachment into consideration!!!
This implies, by any mean, the hose pipes shld nt b removed & Loco shld b in charge (Not to be loose shunted can never be pushed to self momentum)!!
The simple reason assigned to such wagon implies inflammable commodities prevail loaded & jerk of higher magnitude may yield

The marked Wagon indicates "never remain in momentum without Loco attached with Brake Pipes properly position"!!
Exception happens whn Wagon are light (unloaded)!!
