Meet the fastest loco of IR - GZB WAP5(i) 30086 (Not sure why NR hasn't suffixed this loco with the letter 'i').
Some differences in this new loco :-
Maximum permissible speed : 200 km/h (others 160)
Gear ratio : 59:35:19 (others 67:35:17)

Yes. The motors can draw more current for a short time in e-locos. That's why an e-loco has two HP ratings - maximum (short term) & continuous (long term).
To increase the motor speed, a lot of changes might be required in its cooling equipments and rotor design that might effectively increase its weight. Apart from that, its reliability might not remain the same.
So, a simple gear ratio change seems to be more apt in this case.
