How WL tickets are confirmed: Just for information of all, the following are various ways of how WL tickets get confirmed: (1) Cancellation of passengers before you. (2) Addition of extra coach (done at charting). (3) Berths falling vacant in higher quota and there by upgradation of some passengers (done at charting). (4) Release of some quotas like EQ, HO, DF (done at charting). (5) Berths remaining vacant in Tatkal (done at charting). (6) Your ticket is booked under a particular station quota. However if any other station quota is vacant, the WL passengers from this quota are accommodated in the other station quota (done at charting). For example, in Udyan Exp, Pune to Solapur passengers are booked in Pune-Bangalore quota. But when the charting for Mumbai quota is done, the vacant berths of Mumbai-Solapur quota are allotted to Pune-Solapur WL passengers. (7) Using the same berth for different passengers in...

different segments (done at charting). For example, in 2627 Karnataka Exp, Bhopal to New Delhi passengers are booked under Bhusawal quota. But when the Bangalore - New Delhi quota charting is done, there are many passengers who are booked till Bhusawal / Itarsi / Bhopal. The vacant sections of these berths till New Delhi are then used to allot berths to WL passengers from these stations till any other station while the charting for Bangalore quota is done. There is no limit to the number of legs a berth can be broken, and I have observed that 1 berth in the same quota, is alloted to even 4 passengers on different legs of the quota. (8) If your WL ticket is from Pooled Quota (PQ), it can get confirmed if berths in general quota are vacant for that stretch of journey (done at charting). (9) In a very rare situation, when a train is cancelled and a new train in introduced in lieu of it and if the new train has more accommodation, then the WL passengers can get confirmed (done during migration of passengers from old train to new train).
Additionally, the following are the ways how RAC gets confirmed: (10) If the RAC quota itself does not get filled up completely (done at charting). (11) Passengers not turning up in train (done in train by the TTE while the train is running). (12) Berths falling vacant enroute and not allotted by the system to other passengers for the remaining leg of the quota. The ticket gets confirmed from that station onwards in the train by the TTE.

I call it as guideline, cause its a guideline and not a mandate. It can be prepared anytime later till the departure of the train. Sometimes trains have left without chart being prepared, and the TTEs have collected charts after a few stations.

However I have observed instances when charting is done unnecessarily in advance. For example, 6340 leaves are around 7 AM from Nagercoil, however, I have seen its charting done many a times at 7 PM previous night itself, even when the passengers could have had the opportunity to do

bookings till 8 PM. After learning a lesson a couple of time, next time omwards, I made sure that I complete the booking for next day by 7 PM latest.
