Remove the RSA of CAPE RMM Exp Give 1 Rake to TPTY Exp, and 1 Rake to CAPE Exp. [22621/22 can run with 1 Rake] [make 16101/02 RSA with 16723/24] 16779/80 can run with E-loco from MDU to TPTY
