Read these set of rules before. They are mostly a guideline rather than strict codes. Political pressure over-rides them all. Once a stoppage is given, it's for all purposes permanent[Lucknow Shatabdi stops at ETW basically for political reasons, Moga Shatabdi is run for political reasons, BPL Shatabdi stops at Dholpur and Morena for God knows what reason; heck, while Lucknow lacks daily/dedicated connectivity to BBS/RNC[for which there is demand], instead IR runs two daily trains to CPR which nobody actually books in].
