Few Govt. Employee (Electricity Dept) are bound to travel from Goa to Delhi, Delhi to jammu and vice Versa. The tickets are confirmed, however few of them have opted out, and there are others (Govt. Employees as well) who are ready to travel on their behalf. But the new entrants are of another dept (Water Dept). Is it possible to make such changes ???
