What are the rules regarding changing names in favor of another family member?
For eg. My brother booked a ticket with his name along with 3 other passengers , now my brother has decided to not travel and my mother wants to travel on that side . how can I change the name of my brother with my mother's ? Is there any rule or procedure ? Tell me asap . Because ticket is of 15th may.
