In your opinion, what should be the basis for allotting LHB rakes to non-premier MAIL/EXPRESS/SUPERFAST trains??

If a station doesn't have LHB maintenance capacity , then It can NEVER GET a LHB train for Primary maintenance...So basic criteria is LHB Pitlines and facilities...Thats why even BSP rajdhani also got LHB rake so Delayed....
