Good Camera phone serves purpose very much,
Carrying bulky Camera often make job tough and defeats purpose too,
However for static shoots Good DSLR or other Camera are good choice.

8mp is good enough but much depends on Camera/Censor quality,
Also depends on light_environment and much much much more who and how the shot has been taken.
Photography is art and Camera is just a tool.

It's less about the device[camera] and more about the user. A person who knows his stuff about photography[like knowing his device inside out, framing a shot, post-processing, etc] would take a more impressive image with a lower end camera than someone with an iPhone[but doesn't know shit].
