Traffic was suspended on Feb 1, 2016. GC works started only now. Any reason for delay?

After the advent of NDA govt, you might have noticed the railway projects have speeded up a little,if not tremendously.
yes at least, now it looks railway are at least looking to complete projects irrespective of Political color. But guess speed needs be increased.
