As an advanced thinking, now railways should install machines for accepting DEBIT cards.

That too can be done. But now a days, a greed has been going on which is called "SERVICE CHARGE". Someday some newspaper had published that railways will stop charging Rs.30 + 1.6% of transaction amount for reservation tickets booked over the counter. I don't think it has started yet.
RAilways will never stop charging or reduce money.
