No upgradation will be done in this case since 3AC is vacant. There should be waiting in a class and available in higher class for upgradation.
AC III Tier enjoys a comparatively long WL compared to AC II Tier. So in order to clear that IR snatches the love of a railfan i.e. window seat & in return gives UB or SU in AC II Tier. And your berth is allotted for RAC for accomodation of two pax.
