in my knowledge (may not be completely right), wdg4 is not unfit for passenger, it has been spotted with multiple pax trains as well
the difference is that the gear ratio makes less acceleration & top speed, but increases the capacity to pull more weight. so more suited for freight

Yes WDG4/4D WDG3A etc is unfit for hauling Passenger Train But IR used for Special Trains, Luxury Traind and after a train don't get passenger loco or sometimes when the Normal Passenger locomotive breaks down.
