Many trains have crew change at RJY , example Simhadri, Visakaha etc.
Working hours is main criteria for Crew change. RJY is change over point for many train. Causionaters can be given at low speeds. Technically no need for crew change at KI or Gala for this train if it bypasses BZA.

Rerouting through BZA bypass will save >=15-30 Mins + No LR + Improved Punctuality as BZA is skipped altogether.
12727/12728 may be OT'd if timings are not tweaked as 22203/04 might reach ahead of it!!
I'm sure 17015/17016 (with LC), 17479/17480 & 17481/17482 (NO LC) have CC @ RJY along with lots of Goods. Not sure about 17239/17240 though (5Min halt in practice & in TT).

YES last few words are correct. RM dont go against to Political will. Afterall IR AND POLITICS can be never divided,
Its not about politics but railway crew I'll not be interested in bypassing as some crew needs to change base as per your argument. In Vskp when trains are bypassed the changing stop given is VZM for crew and watering for 10 min. In reality crew change at simhachalam north with 5 min halt as they have to travel all the way to VZM. The working staff are against but due to EoCR attitude the bypassing continued for years as they are hell bound to cut quota to VSKP.
Here situation is different. RJY already crew change point for many trains. Also this Duranto will not be used by bza people and more useful for RJY.
Bypassing VSKP is intentionally done in a bad way. But i think most of the junctions needs bypasses even VSKP too. But bypass station should be within city limits with good connectivity.
