No, as trails were done using WAP-5's and WDP-4's but originally these rakes have integrated loco's.
But IR is going to place order for coaches only, not locomotives. IR already had plans to import state-of-the-art lightweight aluminium coaches for high speed operations.
IR have all faulty policies no doubt. This will make huge loss to IR instead they should acquire the whole rake imported.
Ultimately the burden of cost will be shifted to the passengers.
