Actually it is indicated in the pic that the number indicates HP for diesel locos "-wdm2x" i.e., excluding locos of the WDM2x series. So, no mistake I guess.

For e-locos, you won't find any HP rating except continuous HP at wheels in the official documents. WAP4 is a 5000 HP loco and WAP7 is a 6120 HP loco (sorry IRFCA :P).
