Yeah its very common of tighting a train wid chain
It is done so that the train doesn't start moving by itself if a gradient is there
Even loco r tighten by this method 😂😂😜

I have seen Chennai rajdhani chained similarly at Okhla railway station loop line
When a train is still & is not attached to loco the necessary air pressure for keeping the brake pads onn is not there & so the bogies r tighten wid chain
