Waiting list from Mumbai itself are not able to clear in Large No's, from where will the Quota for these stations will come ?

Just 2 halts more won't affect much on train schedule.
As it is Rajdhani type speed train.
Also providing the halts for 2 minutes will not affect much.
As for quotas are concerned rly authorities will decide that

Ya but garib rath too should be given a halt at Swm,Nadga like August Kranti Rajdhani Exp.
There are different quotas for different station.
So Bandra to Nzm have General Quota which gets clears much faster than RLWL and PQWL respectively.
Providing 2 more halts won't much affect the general quota of delhi to mumbai.
Also Swm and Nagda are imp. Stops. Even August Kranti Rajdhani stops there so y not garib rath.
