Complain to TTE and do twee to RM about the same ASAP ....one should not suffer just because they didn't paid tip and they dont have right to deny to get water even for money..
Did complaint at 138. But it was Delhi division. Finally after one hour they communicated catering manager and water was provided at 11.15 night.
