Have to catch the Kumbha Exp on 30-11 from HWH. Is boarding the Steel Exp from KGP to HWH the optimum decision?[or should I take a much earlier passenger train]. Also, if anyone has travelled in Kumbha before, how is the cleanliness and patronage of the train?

I saw the Arr/Dep history of Kumbha. Its very bad. Any idea why it gets so delayed, it has an RSA with Upasana but that has a expected arrival at 3 am. Inspite of having such a huge buffer why does it still depart late?
Currently both Steel and PRR-HWH have seats left. If Steel gets filled by tomorrow, i had go with the PRR-HWH.
HWH HW/DDN one gets late,
