Why not? JS can be there, but it is Pet of Mr. Nitish Kumar hence we do not see many JS being introduced. Today is time of Tejas.
I feel that a 130kmph Tejas with LHB non ac chair car coaches can be introduced on the route. It will be like an upgraded JS with new brand name with more passenger amenities and speed.
