Station rank is used to classify those stations who give more revenue in a particular zone in descending order!
For instance,Patna is the highest revenue generating station of ECR which is why its on No1!
MFP is 2nd,DBG Is 3rd and so on!
So what i meant to say was that they should have provided this facility according to station's respective ranks!
