People simply don't use trains during these times as it is next to impossible to enter UR coaches.

These so called special buses are most of it ordinary city buses which during these times are run for long distances. Especially on two routes Hyderabad-Vijayawada, and Vijayawada-Vizag.

Rayalseema, Palle Velugu/Telugu Velugus are suspended from their normal trips to villages and made to run between cities as express buses. And the express buses on these routes are given special permit and run between Bengaluru and Ananthapur/Kadiri/Hindupur/Kadapa/Chittoor. All buses charge extra. Govt. too tries to make a quick buck like private travels :)
