Better regularize the train in stead of extending its tenure as a special fare.

Oh is it. Are you referring to the Durg-NGP-Balaharshah route ? I think the current route traverses through the mining belt of Orissa which in any case in not connected that well.
Alternatively they could have also tried for the ROU-Titlagarh section which also does not have any HYD connectivity till now
