Halt duration is not awarded on the basis of quota availability or number of passengers. IR follows some other clandestine rule for that. Take the case of Swarna Jayanti or many other trains on Delhi BPL route. Most of them have 10min halt at JHS while 5min at BPL. Do you think JHS can ever yield more passengers than BPL?
All the trains have 10min halts at stations mentioned by me. While MGS and BSL get that for being major junctions, BSB and JBP get that for being big cities. STA...

If IR makes a mistake then it's not mandatory at all to follow that too .I don't believe in providing longer halts thats it.
