I have filled tdr for reason Train Late More Than Three Hours and Passenger Not Travelled. Train is late by 12 hours. But tdr is repudiate with reason AS PER CHART, PASSENGER HAS TRAVELLED. How can i forward my concern to higher authorities?

Na na, if the delay has not been updated then you won't get full refund...like reported delay at intermediate station is mostly inaccurate even though train is rescheduled at origin..
Tdr is better suited, here the person needs to follow up with the IR through PG portal and twitter handle.
