Dynamic fare desnt work that way 545 is already the max. limit of Sleeper fares. It includes 164 dynamic component which is 50% of basic fare 328. That's why constant
From September 2016 to February 2017, the Railways earned `250 crore while it lost 1 lakh passengers on the routes of premium trains.
1 lakh passengers thoda jada estimate ho gaya but if true then Rs 1000 ke bhi rate se 10 crore ka loss which is negligible infront of 250 crores profit. This is why Railways shows no mood to let it go. And with new upgradation policy they will manage to fill this 1 lac seats also jisse jada nahi to 50% bhi cost recovery ho jayega

OK .. So when I book ticket it would be anywhere BTW 380 - 545. But payment gateway shows payment for flat 545 .... Sorry for asking this silly question.

It doesn't work like airways varying depending upon day and demand. The first set of 10% of quota is allocated at base fare next 10% at 10% increase in base up to and continues till 50% with 50% increase on base fare from then all the berths from 50-100% berths available will be under 50% excess base fare category. In this case it has already hit the highest band.
