Yes, in this case as in most others, there are no set rules of what to do. Many stations are changing their names and IR is rather inconsistent with updating the current names, especially in small stations - some SBs are updated at that station, others are not. Also, Hindi is sometimes not consistent with the English spellings in the SBs at these stations. At IRI, we may just do as per our own individual judgement - TLMs are allowed discretion in making some judgement calls.
