That is some thing that IR considers seriously , see for example DBG station in Bihar!
And it's income has always been consistently above 50 crores That is the most likely reason it got the A1 nod so earlier.

KOAA has already prepaid taxi services available. Hoping that it would get the A1 status soon.
BWN wouldn't be so lucky likely because ER prefers ASN & DGR over BWN for providing halts. If BWN gets A1 status , it's priority would have to be increased!
