* E loco construction/ procurement too have to be commensurately stepped up, else the money spent in very quick electrification shall be wasted.
* As the electrification is being commissioned at enhanced pace (@ 2000km/yr against an average of 300-400 kms/yr since independence), the requirement of new diesel locos shall dwindle and of eloco shall drastically shoot up.
* Soon IR shall be loaded with a huge unwanted fleet of diesel locos, which shall be disadvantageously operated in electrified territory.

New lines and some diesel lines will take 15-20 years for electficiation so I think new factory of Diesel locomotive is not a big problem as the govt official also know the facts
But yes they will produce eloco rapidly as so many trains having 100% route electrified but still runs few km with diesel due to lack of eloco and ELS

Yes, D-Loco will be needed in future but there is already DLW and few other establishments to manufacture them. We are self sufficient even now.
And in future when their need is less, why do we need a foreign collaboration in manufacturing something that we have in plenty and are capable of manufacturing ourselves.
