Don't know whether its bhaskar's proposals ( jo ki normally hawa-hawai hote hain) or railway is seriously thinking over it. If it is true and railways are ready to implement it then it will good for railways only because barring one or two rajdhanis and shatabdis, each rajdhani's occupancy has taken a dip and to revive them its necessary to roll off flexi fare.
Regarding my views on replacement of SL with AC3, I am very OK with it. Just give clean windows and I am ready to pay for AC3 and travel in it.
