why tatkal quota in 12704 from VSKP to SC showing 'NOT AVAILABLE"

Rlwl qouta so not avl,as soon as tkts goes in wl it will show not avl, but u check from hwh or jjrkr u will see tqwl tkt
So will they issue tickets from VSKP to SC ? Or will they not issue (tatkal quota)
Will issue but u must book inside 140 tkts as soon as last tkt over wl wont be issued from vskp to sc
