IR must understand that:
(1) The suburban traveller and not the IR, is the main sufferer of the "super dense crush" situation in Mumbai locals during the peak hours
(2) Person travel in Mumbai Locals during peak hours by compulsion (to meet the office timings) and not by choice. Surcharge during peak travel shall be a double whammy for them, i.e. cattle like travel at higher cost!!

People avoid travel during peak hours, if it is possible they prepone or postpone the journey by an hour or two.
(4) It would be in the interest of people, the companies whose employees commute by local trains, State Govt, as well as IR to study the travel pattern and stagger the duty hours so that the peak hour passenger load on local trains is distributed over to longer period. With the same facilities, the quality of travel shall improve and the locals shall be in a position to carry even more paxs during the day.
