The strategy of NCR could be well understood here. NCR favors those trains at first which it could run on time and improve its punctuality index.
e.g. On an odd day, if Purushottam is late, it is overtaken by even Shiv Ganga and Prayagraj, despite of its 130 MPS. The train delayed is further delayed, because they are concerned about their performance as well. Hence, amidst all these, public inconvenience is highly ignored or as they say in apathy "highly regretted".
However, ECR is just so unprofessional. And (not being discriminating) surprisingly, ECR...
