2 Confirmed tickets were available against the particular leg or individual quota of the boarding station. The 3rd ticket was placed in the common wait list against the applicable quota.
there are multi[le booking channels at any given time. the computer locks as soon as its get input. hence the third passenger got his input locked at 31Wl
The other points which belong to RL Quota was already passed WL30, hence u'r WL after the confirmed berths was exhausted had to go to RLWL/31.
