oh yeah..thats really sad...they might not have thought that even that 15% will be booked ..thats why now they release the PR so late that by the time pax realise, IRCTC will be in maintainance mode and then the trains will say, Charting Done message later so that they can achieve that near 100% empty ness in the trian except the Trian staff ;)
