I dont know where its written, but confirmed from PRS counters at Hatia and Ranchi. They are issuing only non-ac BPT.
The 1st journey should be in AC and in same class the 2nd onward journey will be considered for Telescopic. The same is the case of Sleeper class as well. One in AC another in sleeper wont be considered.
Yes, the condition is same as you are telling but Railways has stopped circular journey, blank paper tickets ( telescopic fare tickets) in all AC classes i.e. 1st ac, 2ac, 3ac, CC. You can CNF it on PRS.
