Yes bcoz Smoking is banned in Public places and in trains.
Also he tried to Pay another 500 for the next cigarette.

Use of 'audacious' was + or -. As a smoker has to smoke. In this case the smoker must be having lots of money(may be black), so he gave as we give tips. One who wants to smoke will smoke at any cost whether banned or not.
