Here it is again.
PQ is end-to-end quota used to retrict some intermediate station passengers to only this quota and not allowing them to get alloted from the end-to-end GN quota. But for end to end passengers, apart from GN quota, even PQ is used to allot berths.

Hence PQ is a quota to "benefit" end to end passengers, but "restricting" the intermediate...
