1. Can we cancel an e-ticket after departure of trains / chart prepared? If yes, then how much amount we can get back? Where we can claim for that (through online or through reservation counter)?

An E-ticket cannot be cancelled after chart preparation (which will be normally 3-4 hours prior to the departure of train). The only way to get money back if you have not travelled is through filing TDR where in 50% of ticket fare will be refunded.
E-ticket is the one which is booked online and the ticket generated needs to be validated with ID proof of the passenger during the time of journey.
I-ticket is similar to PRS ticket (again needs to be booked online) and the ticket will be sent to the address given by the booking person in 2-3 working days. Normally ID proof is not required for this and this service is available in selected places only.
