Well, in simple terms, the booking isnt permitted for these set of stations:(
The reason behind is that, the booking hasnt been classified on slab of station but simply end station!! The Remote Quota (for BSR/PNVL) from NZM, which is quite less, can only be forwarded for onward booking & permission is been granted for TVC only.
This implies, the train is having demand @ higher end for TVC then other enroute, as when compared with station between BSR/PNVL-TVC!!
