solution to bring back the glory is
(1) Give LHB coaches to these trains
(2) Run with 130kmph speed
(3) Run with Rajdhani priority
(4) Stops with pax, contribution lower than the norms...

But unfortunately reduction of halt based on your logic is not possible in the present scenario where political power holds higher position than logic, rules and norms
