A new kind of cheating by TTEs, i have seen on my journey:
berth no. 3 of s6, PNBE-sc exp on 4th dec was not occupied by the person who has booked it. he has booked the ticket from buxar, but didnt board. TTE has, however, ticked his name that he has boarded, and gave same berth to a waiting list passenger for rs.600/-
If the original passenger files tdr, he wont be getting any refund.

How the SM will issue a certificate?
How does he know whether one is traveling or not?
An imaginary situation:
One and his brother or cousin, both are A K Sharma. He travels with his ID and the brother or cousin goes to SM and gets a certificate of No Travel with the original ID of himself.
