Tatkal in most of the Duronto would not make any sense.
Ex:- If I can spend 1900+300 approx = 2200 for 3AC, 12245/46, cant I purchase a 2AC Ticket for 2500 approx??

but then in almost all the short distance overnight trains if you add the tatkal surcharge to the 3a fare, it will exceed the 2a fare,isn't it?for eg. in 13071,tatkal fare from hwh to sbg is rs.630 in 3a where as a general quota 2a tkt from hwh to sbg costs rs. 586...

It is the availability factor. If you assume that 2nd Ac is available, then it is fine. This situation is rare, in my opinion and experience. And for short distances Second Ac with tatkal is almost as much as First Ac. For Ac passengers who needs to go and wants to spend, come what way, he would first go for 3A if unavailable, 2A, if 2 A not available then 3A tatkal and if 3A tatkal not available, then 2A tatkal and then First AC
