AC Chair car is available in Haryana express - 14085/86 running btw TLK Bridge and Sirsa but no advance reservation is available.
Also when you came from SSA to NDLS by this train TTE will only give you reservation upto ROK as he is afriad/instructed NOT to give any reservation on ROK-NDLS sector.
above can verified by any passnger on above route and also it was covered by some news item in a hindi daily (I am trying to find a link - will post soon)

resolution to above is filling a RTI and asking railway under which rules they can allow this? as as per MST rules railway has to attach a FC chair car if there is a enough demand from FC pass holders(not accc) ,thus not allwoing people travelling from HSR and SSA to NDLS is big Crime done by railways every day.
