The trusty ALCOs now in a new Avatar - The first 'electric' ALCO is set to rollout at the end of this month. The 3100HP diesel locomotives will be converted to 5000HP electric locomotives, with 2 units bound together as a single 10000 HP electric locomotive.
With electrification progressing at a rapid pace, it is exciting to see DLW reinventing itself and coming up with useful innovations. Hope this project turns out to be a success!

Probably an old one. DLW stopped production of mainline ALCOs a few years ago. Only DMW and Parel workshops continued producing ALCO shunters. So, this is very likely an older locomotive.
It is a new project. Dual-mode locomotives were in the works for a very long time, but this project popped up rather suddenly. I haven't seen discussions about this one in any other railfan groups as well. This has been a major surprise.

When Govt wants to work, they can move mountains :D

One question- jab do alco ko jodkr 10000 HP ka e loco bana rahe hain so, Alstom ko 12000 HP ka eloco banaane ka tender kyun diya?
this seems to be an internal project they took up.
the thing is, until DLW doesn't do things like these, they'll loose relevance and mech dept of railways probably won't be pleased with that :P
also, we need those High HP locos, our freights will only get longer and heavier with time, not shorter.
