In UP cities are not well connected.
At some places there will be 3-4 train through same route.
And others it's not.
No ICE between JHS and ALD.
No connectivity between Bijnor and CNB region....

I think KL is best answer. as PGT TVC MAQ and PGT MAQ ensuring almost every connection. now palaruvi amirta connecting nil to tvc and PUU to ERS. so more than TN i feel KL is answer
KL is not listed out in this poll. Anyways KL intrastate connectivity is easy since it has 9 BGs for the whole state.
