If sources to be believed then NER LJN DRM confirmed that ASH/Aishbagh - STP/Sitapur section will be commenced by Sep;2018.

L&T already handed over project to RVNL on 31-Mar-2018 now it's NER responsibility to finish rest of the work. It's well known that NER is not good enough to finish their project on time so just wait and watch when NER can request for CRS.
